Click on Settings > Taxes

Select "Create new Tax"

Enter name and percentage

Select Add Tax

Please note that this tax will only apply to retail taxes only

From the Taxes screen, Select Actions > Apply to Product

You can select specific products you want this to apply to OR you can select "Apply to all retail products"

Click "Apply Tax"
